State based effects are only checked during the
end step. (Losing or winning the game, tokens
ceasing to exist, planeswalkers reaching 0 loyalty,
the legend rule, illegal targets of modification,
creature's toughness becoming 0 or less, and lore
counters are all state based effects. See rule 704.5)
