Dreary Cloudburst

While Dreary Cloudburst is in play and as long
as you control four or more Islands, each spell
and creature you control is blue in addition to its other colors.
Whenever a player casts a nonblue spell, counter that spell unless they pay {1}. Any non-blue creatures cannot have their activated abilities activate unless the controlling player pays {1} in addition to any other costs.
At the end of each player's upkeep, that player must pay {p/u}.
