Dredging to Glory

At the beginning of each turn, look at the top card of a player's library.
You may have that player draw a card at random from their graveyard instead. There must be at least one card in target graveyard to trigger this effect.
Any card drawn from a graveyard will be exiled instead of put back into the graveyard.
