Instant & sorcery spells you control have, "You may
cast an instant, sorcery, or enchantment without
paying it's mana cost from your hand with lesser
mana value than the mana spent to cast this spell."

If a spell you control targets another spell, you may
shuffle that spell into its owner's library instead of
either resolving.
