Duphage's Judgment

At the beginning of each players end step, if a creature died during that players turn, that player puts a -1/-1 counter on three creatures he or she controls. Otherwise, that player puts a permanent form his or her hand onto the battlefield with a converted mana cost of 4 or less onto the battlefield.
