Whenever an opponent is dealt noncombat
damage, Dusty Tory gets +X/+0 until end of
turn, where X is the amount of that damage.
The bounty on Tory's head rises with each successive contribution she makes to the growing resistance
movement as more and more mining sites are
destroyed.
