Will of the Council -- For each permanent's flavor text, each player votes for Make or Break. For each permanent, if Make gets more votes, its controller creates a colorless Gold artifact token with "Sacrifice this token: Add one mana of any color to your mana pool". For each permanent where Break gets more votes, that player sacrifices it. If there is a tie, the player with the highest level English education chooses the outcome. For permanents with no flavor text, art is voted upon.
