Effect Deck

Place the card( Deck) to the side of your deck at the
start of the Game.
Choose a converted mana cost to start the game.(

(Effect cards Affect all legal targets )

When a player cast a card with the chosen mana cost
place the top effect card onto the battlefield; Then
that cards caster chooses a converted mana cost. Exile
any other Effect card in play when that Effect card
enters the Battlefield
