Effervescent Market

If unused mana would empty from any player's
mana pool, it doesn't.
At the beginning of their end step, each player
may empty their mana pool if they have unused
mana into it. If they do, they draw a card and
target opponent of their choice adds an amount
of colorless mana equal to the mana they spend
this way.
