Then Lincoln made the Ten Percent Plan to try to offer southern states amnesty and it was successful. Two Republican Senators created the Wade-Davis Bill to help admit states into the Union but rules were tougher. This failed when Lincoln decided to not pass it because he thought his plan was better and faster.
The thirteenth amendment was passed. It meant that all slavery was illegal in the states. This would help unify them and make all states equal.
