Newly approved states began writing laws to deny African American’s
civil rights. Therefore, the national government and the state
governments begin to fight with each other for power. For example,
the Republicans proposed the 14th Amendment trying to give the
national government more power.
Additionally, the president and congress weren’t agreeing with each
other, so they kept stopping each other from progressing much in
