Eighth Circle P1- Panderers

During each player's upkeep, they divide X damage as they choose among all creatures
they control with +1/+1 counters, except Demons and Devils, where X is three times
the number of creatures they control capable of placing +1/+1 counters, except Demons and Devils. A creature cannot be assigned damage greater than its toughness.
