Creates dense ball of lightning charged water.
Deals CLd8 lightning/bludgeoning damage
in a 10 + (CL *5*) feet radius. Targets wearing
metal armor or primarily comprised of metal
suffer a -3 penalty to AC and to saving throws
against an electric blast. Any creature struck by
the attack or that failed their Reflex saving
throw if one was required are considered wet.
This water disappears after 1 minute, but fires
extinguished or creatures soaked by the water
