Put an Elemental Creature of the chosen type
under the control of each player. If two chose
the same, they share the control of the
permanent.
Create a colorless enchantment named The
Fifth Element with "At any moment, each player
may votes For or Against. If there is more
Against votes, exile every Elementals"
