At the beginning of each opponent's upkeep, that opponent chooses Submit or Rebel.
If that player chose Submit, gain control of target
land that player controls and they gain 4 life.
If that player chose Rebel, put a bounty counter
on up to two creatures that player controls and
they lose 4 life.
Other Thalmor and Elves you control have
"{b}{g}, {t}: Destroy target creature with a bounty counter on it".
