When Elliana enters the battlefield she gains 3 steam counters, she can never have more then 3 counters,
every turn she doesn't attack she gains 1 air counter,
every turn she attacks she loses 1 air counter, if she
has 0 air counters she loses Flying and first strike 4
and gains a +2/+0, First Strike, and Menace, she
stays in this state until she regains 3 air counters,
then she is back to normal.
