Secret Council- At the beginning of your end step, each player secretly votes for either Power or Restraint.
For each player that votes for Power, target creature they control is goaded and gets two +1/+1 counters. For each player that votes for Restraint, your opponents cannot attack you or planeswalkers you control unless they pay {2} for each creature attacking.
