Will of the Council- Starting with you, each player votes for blood or fangs. If blood gets more votes, each player creates up to three 2/3 black Vampire creature tokens with flying and lifelink, then lose 3 life. If fangs gets more votes or tied, each player gains 5 life, then discards a card.
Whenever a vote is tied, you pay {3} and pay 2 life to recast that spell and each player votes again.
