Emblem of shifting worlds

All permanents have phasing.

At the beginning of their first upkeep each player
exiles the top seven cards of their library face down.

At the beginning of each player's upkeep, that
player exiles all the cards in their hand, then returns
each other card they exiled with this emblem to
their hand.
