At the beginning of your upkeep, sacrifice Emergency Preparations unless you pay either {r} or {w}.
If you pay {r}, creatures you control get +1/-1 until end of turn.
If you pay {w}, creatures you control get -1/+1 until end of turn.
Our flag shall never fall again.
