Emissary of Life and Death

Power of lost souls- When Emissary of Life and Death enters the battlefield, starting with you, each player votes life or death. If life gets more votes, return all creatures in all graveyards onto the battlefield under their owners control. If death gets more votes destroy all creatures. If the votes tie, exile all permanents.
