Empathy Amongst Us All

When you set this scheme in motion, creatures
you control gain a +1/+1 counter. Each opponent may sacrifice a creature with the highest toughness. If not, creatures you don't control gain a -3/-3 counter. If an opponent
does not have a creature under their control,
this scheme deals 6 damage to them.
Psionics is possibly the least understood of the
Empire's various technological marvels.
