Emperor

Emperor rule over all of Japan in feudal system.
Underneath the Emperor is Shogun.
Shogun is the strongest in the feudal system
because of his military strength and powerful
allies. Shogun can also take over all of Japan if
they found out that the Emperor is just a
"puppet leader", however if the Emperor is
connected to Shinto Deities then the Emperor
will be able to keep his power.
