Equitous Erasure

When Equitous Erasure enters, all counters on permanents phase out until Equitous Erasure leaves. (Counters that are phased out are treated as though they don’t exist. When counters phase in, their effects are applied to the permanent they were on before phasing out.)

If one or more counters would be put on a permanent, no counters are put on that permanent instead.
