When Essence of the Droplet enters the battlefield, you may exile any number of instant
and/or sorcery cards from graveyards. Put that
many +1/+1 counters on Essence of the Droplet.
As long as Essence of the Droplet is in the
command zone, commanders you own cost an additional {u} to cast.
Colonel (You can have two commanders if at least
one of them has Colonel)
