Estate Tax

When this enters play, choose a permanent type.
If an opponent has more of the chosen type than
you, they exile enough with 2 Time counters until
they have the same number as you. Exile Estate
Tax with 2 Time counters. If the cards don't have
Suspend, they gain Suspend. An opponent may
not play cards of the same type they have in exile.
When Estate Tax enters play from exile, you may
search your library for a card of the chosen type,
reveal it, shuffle your library and put it on top.
