If a player would begin an extra turn, that player
skips that turn instead.
Whenever a player taps an island during
another player's turn, put an ice counter on it.
Lands with ice counters don't untap during
their owner's untap steps.
A bitter realization; spring will never come, and the
ice will never thaw.
