Evoked Rage

When an opponent malds, complains, or rages,
place a Toxic Counter on that opponent
then choose one -
Draw X cards, where X is the amount of Toxic Counters that player has.
Deal X damage to target creature that player controls, where X is the amount of
Toxic Counters that player has.
(When a player gets upset and they keep this status affliction for a prolonged time, they mald.)
