Evolvo-Ray

Destroy target creature. Its controller exiles cards
from the top of their library until they reveal a
creature card with converted mana cost X or less,
where X is 1 plus the destroyed creatures'
converted mana cost, then puts that card onto
the battlefield. Put the exiled cards on the
bottom of their owner's library in
a random order.

Not always an upgrade.
