Excellent PR

At the beginning of each player's draw step, if
there are four or more charge counters on
Excellent PR, you draw a card. Otherwise that
player draws a card, then discards a card, then
put a charge counter on Excellent PR.
You can get support for your cause. It either takes
time, or the right marketing.
