Expropriation Mage

At the beginning of your upkeep, each opponent secretly chooses time or money.
Then those choices are revealed. You may
gain control of a permanent owned by a
player who chose money. If no player chose money, take an extra turn after this one.
This ability does not trigger during extra
turns.
