Whenever you cast or copy instant or sorcery spell, put an ice counter on Eye of Ice.
Whenever you put an ice counter on Eye of Ice, if it has 15 or more counters, exile it,
then search in your library for a permanent card and put it on to the battlefield. Shuffle your library.
