Eye of the Silver Dragon

Look at target player's hand. Pick a card and put it onto the battlefield tapped under your control. If it leaves the battlefield return it to it's owner's hand. If it's not a permanent you may play it without paying it's mana cost, then return it to it's owner's hand.
