Whenever Fain, Azroius Warden enters the battlefield or at the beginning of your upkeep, put an Arrest counter on her. Then, detain X nonland permanents, where X is the number of Arrest counters on her.
Whenever Fain, Azorius Warden deals combat damage to a player, that player cannot cast spells from their hand until your next turn.
