Fate's Hand

At the beginning of each player's upkeep, that player draws the top of the Tarot Deck, then exiles that card.

If a player would draw a card from the Tarot
Deck while there are no cards in it, shuffle all Tarot Cards in exile into the Tarot Deck.
Then that player draws a card from the Tarot
Deck.
