You may pay the tax effects of other players.
Whenever you pay the cost of a tax that targets
an opponent, target creature owned by this
opponent cannot attack you or block creatures
you control until the current player's next turn.
Whenever you pay the cost of a tax effect that
does not target any player, you may draw a card,
if you do, discard a card.
