As long as Felkazar is on the battlefield you may view
the top card of a library once per turn if the card is a
non creature you may cast its for its converted mana
cost as colorless mana.

All creatures on your battlefield gain {t} Cycle a card in
your hand, drawn cards may be then cast for {1} plus
using converted colorless mana, creatures summoned
this way get a vigilance token and when this creature is
removed from the battlefield owner gains a treasure token.
