Festival of Kindred Spirits

At the beginning of your upkeep, if Festival of Kindred Spirits has no festival counters on it, put a festival counter on it. Otherwise, remove all festival counters from it.
As long as Festival of Kindred Spirits has a festival counter on it, players skip their combat phases and can't cast spells that target players or permanents.
