Fhilip can't be block.
When Fhilip enters the battlefield return X
non-land permanents to their owners hand, each player draws X cards.
Players hand size is 69. Players can't discard cards.
{ut}{x}{u}: Each player draws X card, then until
your next turn Fhilip gains +Y/+Y, where Y is
the number of cards in each players hands.
{t}: You draw X cards, where X is the number of cards in target player's graveyard. Any player can activate this ability.
