Filibuster

When you cast Filibuster, tap each creature you
control and exile this card.
At the beginning of your upkeep, if this card is
in exile, tap up to two target creatures, those
creatures don't untap during their controller's
untap steps. Then, each opponent mills cards
equal to the number of tapped creatures they
control.
At the beginning of your end step, if you
control an untapped creature, put Filibuster
from exile into your graveyard.
