Choose a permanent type, then Exile the
rest.
Put Final Census fifth from the top in its owners library. When you cast Final Census
for the second time, you win the game.
The ten guilds have only once came to a clear decision so quickly. It took more than a century
for the nearly infinite cityscape to rebuild.
