Final Harmony

At the beginning of your upkeep, put a
peace counter on Final Harmony.
Creatures get -X/-0, where X is the number
of peace counters on Final Harmony.
If 10 or more creatures on the board have a power of 0, you win the game.
And only then will the fighting be done.
