I - The player with the highest devotion to any single color becomes the monarch.
II-III - Each player chooses a color. The monarch chooses a creature on each player's battlefield to be destroyed that isn't that player's chosen color. If the monarch cannot destroy a player's creature, that player instead takes 10 damage.
