You may pay {2}. If you do, add 20 mana. Every 8 turns, create a nuclear waste counter. (If you have 15 nuclear waste counters, you loose the game.)
Meltdown- If you don't pay {2}, all of your creatures get -1/-1 every turn, toxic 1, and you get a poison counter every three turns, unless you pay {10} and 10 life at any time.
Create a repository-{4}: Make a token card named "Repository" with "This card can store up to 4 nuclear waste counters with no ill effects."
