Tap a permanent: Put an arrow counter on target spell or permanent.
Tap a permanent: Put a feather counter on target player.
Whenever a spell or permanent has three or more arrow counters, destroy it.
At the beginning of your upkeep, remove all feather counters from all players. Each player who had a feather counter removed this way taps a random permanent they control for each feather counter removed this way.
