Five Year Plan

At the beginning of your upkeep put a year counter on Five Year Plan. Then if Five Year Plan has 5 year counters on it sacrifice it and create a copy of each mountain you control.
Creatures you control have -X/-X where X is equal to the number of year counters on Five Year Plan.
