Flame Cyclone

Each player counts the number of permanents
they control. Shuffle all permanents into their
owners' libraries. Then, each player reveals cards
from the top of their library equal to the number
of counted permanents. Each player puts all
instants and sorceries into their graveyards.
Starting with you, choose any revealed
permanent and put it onto the battlefield under
your control. Repeat the process in turn order
for all players until all revealed permanents have
a controller.
