Flash Freeze

Counter target spell, instead of putting it in the graveyard exile it with three ice counters instead. Whenever a player casts a noncreature spell remove an ice counter from the card. Once all the ice counters are removed your opponent may cast that spell until end of turn.
The arrogance of the azure mages was well know in the realm. They will soon learn it themselves.
