Will of the council — At the beginning of our
upkeep, starting with you, each player votes for Trouble or Friendship.
If Trouble gets more votes, All players choose a permanent from the player to their right. That permanent loses all abilities and becomes a 0/1 creature.
If Friendship gets more votes or the vote is tied,
each opponent draws a card and you draw 2 cards.
