Focusing Tobi

When Focussing Tobi Comes into play, choose the Name of target Player. Creatures attacking that Player get +3/+3, Spells that Player casts cost {2} more to cast, that Player can't draw more than one Card per turn and his life total can't be higher than 20. When Focussing Tobi leaves the Battlefield, you loose the game, and target Opponent gains Control of it.
